I don't find points assigned to that fault, but if a judge see's "serious fault/defect" they usually think "one step away from being DQ'd". The bird would not do well in competition.
I would consider it more than a 3 point deduction. It is a fault of the skull, so I would deduct 5 points like I would with a crooked keel in birds where a crooked keel is not a DQ.
I think listing faults in the Marans is a very good idea...especially if they can be illustrated or referred to in the SOP.
