My suggestion is to not compare it to other pictures, but to let the vet take care of it, and to make sure the gel you put in his eye doesn't have any steroids in it, if it has steroids in it, don't use it unless/until the vet gets to see the eye and find out what's going on in it and says steroids won't be a problem.
In some cases steroidal eye medication is good, in other types of problems, it is bad.
This description sounds bad enough that I would have the vet out.
The blue color indicates there is a problem inside the eye, that's where I get the vet.
