So my chicken, Albina, she's an off white chicken and is usually very happy and curious. Today I found her not moving and when I went to check out why she had blood on her eye. She wouldn't open it which caused for her other eye to close. My dad put some human eye medicine on her so she would open her eyes. I tried to feed her but she is not eating. She is just standing in corners. She lives in my basement in my house and I had yet to clean the poop from there. So I don't know if poop got in her eye or what.

Her Symptoms are: blood in eyes sitting around in a corner, doesn't eat, weak legs

Is there any light in the basement?
Does she ever go out on to natural ground?
How long has she been in the basement?
Can you take a picture of her standing up?
She's been feather plucking by the look of the picture. What do you feed her?

There is but not much. Lately she has been going outside for about an hour or so and being all energetic. She's been in there for I wanna say 3 or 4 months. I tried to isolate her from the flock since they have been plucking her feathers after the rooster had sex with her. They also peck her eyes or comb and she never fights back. I feed her Damon's Layer Pellet.

I don't know what is wrong with your hen.
What I do know is a basement with little light and no natural ground is not a fit place to keep a chicken.
What I suggest is you build her a coop and run if she has problems with other chickens and go from there. I don't think she will ever be a well chicken in her current keeping conditions.

I will try to build her one this week but what do you mean by run if she has problems with other chickens?

A run is an enclosed secure space open to the elements usually attached to a secure coop where the chicken roosts at night.
There are plenty of examples of coops with runs here.

You do not need to build anything elaborate. Something basic like this would be a good start. The important things is that both the coop and run are secure from predators.
