Not EE. Probably Welsummer, brown Leghorn, something like that. Those two breeds are colored identically so you ca't tell them apart until they get old enough to see differences in build, and the white earlobes start coming in on the Leghorns.

Coloring is female specific. Roosters never look like that. Agree that she's either a Welsummer or Brown Leghorn. You'll just have to wait till she develops a bit more to be certain of which.
