My baby quail started hatching he pipped fully and now he won't move or make any noise at all. I know they are supposed to take a long break but his beak is hanging out of the shell and he isn't moving it at all. I feel like he is dead or maybe dying and I dont know what to do. It's been almost 12 hours and still no movement.

I had one like this in yesterday's hatch, it finally managed it without help. They can rest up to 24 hours (rare, but possible to rest that long), before the final struggle to get out of the shell. Make some clucking noises to see if you get any movement from the little one. As a last resort, totally last resort, you can attempt to help the lil'un out of the shell. This is really dangerous territory and could have fatal consequences (of course, if you're about certain that it'll die otherwise...) I'm thinking someone will chime in with a link outlining how to do a hatch assist. Praying for you and your feathered family.
 
I have made noises but nothing. I'm going to wait 24 hours and then try for an assisted hatch. Thank you for the help.
