Me on this milk thing have my own theory..:
This is directly influenced by large corporate dairy's... I bet if one dug deep enough they lobbied government for it.. They are starting to get to much competition from smaller dairies. So why not toss up a few roadblocks that make it more difficult for the small time farmer...IMO we will be seeing more and more of this..
The local/ sustainable/ slow food/ organic movement is growing and poses a threat to "the system". This seems to be designed to hurt the guy moving small amounts more than the big guys with a legion of lawyers.
