Minimum height of a quail enclosure?

My smaller cages are only about 2 in from the top of an adult birds head. 6-7 in approx.

My large cage is about 7 ft from the wire bottom to the top. Can get pics to show you the one we made.

I have a cage 12inches tall, with Coturnix (supposedly jumbo" if I insert a layer to make it 2 stories each 6 inch tall, is that too short?

Six inches doesn't seem like it would be tall enough for them to walk around without brushing the tops of their heads.
