Muscovies in US - REGULATION CHANGES OPEN FOR COMMENTS - 10/1 update

Does anyone know how to set up a thing to collect the signatures of people who are not happy about this? I would hate to let it be law without at least a little complaint. This seems like a very unjust law. How can you setup something to collect signatures and comments to send to them?
 
I have written my congressman, but this still makes me sad. I adore my muscovies and really was looking forward to breeding my scovies and trading stock with other local breeders. SO much for introducing new genetics.

Notice that the law says it is illegal to propagate them even if you have them. for those that don't know, propagate means to breed. so it iwll be illegal to bred them at all except for meat production, and from other comments that requires a permit. I do wander how this applies to breeding for your own meat production?

So basically we are going to be a bunch of hard core poultry felons. God that sounds stupid. This could be fun. I could imagine the local sheriff coming to my land telling me I am under arrest for felony possession of ducks with intent do distribute. I think I would beat the rap; especially where I live. Very low opinion of authority figures here.

instead of yet another stupid law that they wont be able to inforce,because I am pretty sure my local sheriff isnt going to give a hoot what kind of ducks I have,why dont they just open a season on the wild ones,maybe they could even make a little money,say a unlimited bag for x amount of dollars..
