You are exactly right, My one drake who I raised inside loves to come up to me and say hello but if i start to pet him he wants to bite me so I just squat down and talk to him but no petting, those we have had hands on with are the ones that get confused and will eventually want to climb on your back to mate and jump on your leg, you have to let him know that is not acceptable behavior, I do to Opie just like one of my other drakes do to him and I also do this with my gander when he wants to bite me for no reason, I lay them down on their tummy's never on their backs and put one hand at the neck and my knee over the lower part of their body, just enough force to keep them there while I count to 10 if they aren't struggling I let them up, and most times they aren't. This is how other dominant drakes treat a subordinate. doing this to a lil 3 week old means you have to be especially careful, but you may not have to do anything but just keep your hands to your self at this stage. Also take them outside on nice sunny days and let them play they will wear themselves out foraging and playing and will probably do much better in the brooder.I do all of that but I guess he wants to love me but not get touched back
