I have chickens with slate legs and they are the color they will be when they are hatched. I have never heard of chicken's leg color changing (other than getting darker or lighter maybe). For sure they won't change color completely.It's a boy. Lots of dark feathers.
About the legs, they aren't slate when they're born, that develops. But, yours look like they're developing into brown? Hopefully, it's just a photo thing.

Let me show you an example. I have purebred Wheaten/Blue Wheaten Ameraucana. Here is one being born. Being purebred, here are the slate legs. (I'm sorry, the light is bad, in my garage, cloudy day... But, they really are slate in real life, lol!)
This is a 5 week, 5 day time difference in these photos.

And by now, 3 weeks later than these pics, they're all slate.
Is this abnormal?
