Put treats in it and they will find them! Once they check it out they decide it's a pretty good vantage point and want to hang out.

I was thinking of making something like that out of a little tikes house for guineas a few years back. They could fly up high for sure. I just couldn't deal with there noise and got rid of them before I got it finished
