Chicks raised indoors that have not been exposed to weather, rain, etc can get curly looking first feathers. That might be the case with your peepand it will feather in normally as time goes on.

Although...Diamond Wire Farm, your cross will end up looking very different if you're using Ameraucanas and not Aracauana.

How can Owl's feathers be frizzled?

Not a Frizzle. I found a pic of my Frizzle at about the same age or level of development. They get frizzled all over like crazy - every single feather that pops out is a curly cue. That's one way of telling.
