My homemade vinegar is 2 weeks old and it's stinking...is that right?

Put together my own homemade vinegar using the recollections of a friend and some internet research.

Used a quart jar, filled 1/4 Braggs raw vinegar and filled to the top with filtered water. I added raspberries as my sugar and for flavor.

SO I have a mother that has formed. But I also have a strong smell. Vinegary but also kinda funky.

Is that normal?
