My last suspected roo, is it a roo?

Almost 13 weeks old. Not crowing but bigger than the pullets yet smaller than his hatch mate definite rooster.

Got new hens today and my definite rooster was trying to mate but this one did not. It did pick on the new hens a bit and the definite rooster did not.

Comb is a darker pink but not red.

Not sure is the dark feathers above the tail are saddle feathers yet.
