I like the hog better b/c my horse has gotten his hoof caught thru the bottom squares b/4 and cut his bulb pretty good. The hog is smaller so your mini has less chance of getting caught. Also it will keep the goat from putting his head thru. (At least down lower where the Squares are smaller)
So for you just having a mini and a goat I'd go with hog just b/c of my past experience.

Yea that's what I was leaning more on. They have horse panels but it cost $70 per panel and the panels are 16ft long it would cost to much. The hog panels are $20
