Take him to the owner in person and say that your rooster needs to stay on your property and I do not really want a rooster because the last rooster was aggressive towards my son. Tell him about clipping a wing to stop him from flying and if he doesn't care then
I would call Animal Control and say this chicken is a stray and I don't want him.
If that doesn't work then
Clip 1 of his wings and put him back in his neighbors lawn and pray for the best.
