My new baby ducklings are to cold!

My baby ducklings came in a little while ago and I was reading that whenever ducklings are huddled or chirping loud that means they are cold, and they were but I have no heat lamp and only to heaters that provide heat but not to much heat and they need a lot of heat so my setup was to put to heaters on another and that’s weird, I know also I added a lamp maybe that will work I also saw that ducks are fine unless it is under 20 degrees and it won’t tonight so that’s good but please give me advice I have no heat lamp image.jpg
 
2 plates on top of each other will increase their efficiency but I agree the chicks need to be closer to the top plate.
I would move the plates other way round, have the big one at the bottom with a step if it can't be lowered and have the small one on top of that. Lower the top plate if they carry on crying and huddling
