Many pugs will need help opening the sac because they are brachcephalic (short faced) and their jaws cannot function like a normal dog.
I don't think you said it in the post, but she was bred to a pug, right? Just making sure because a larger male could cause problems.
Sounds like you are doing a great job staying with her, and taking her temp, etc. I hate when people leave their dog unattended when she's about to give birth.
