my rooster can't stand up, help!

his poop is normal, at night their food and water is outside of their coop it's covered from the elements but in the winter I'll be keeping their food inside and the water still trying to figure out what we're going to do with the water
 
I use 5 gallon buckets and horizontal nipples then heater is aquarium style but has not gotten that cold here to use them not sure where you live but put each bird to the nipple depressing they figure it out fast you can see below I use home depot orange do not get allot of green fungus

update:I did check his feet they seemed fine we put him on the the floor to see if we can notice anything else we notice his one foot wasn't working it seem like his foot stayed closed so we decided to feel around his knees and hips to see if he had anything dislocated I put him in a hammock I made for my chickens if they ever needed it and we don't know what it was but he stood up and now he's walking around but not perfect he seems a little wobbly
He looks quite young, what do you feed him?

I would get some poultry vitamins into him that contain B2 (Riboflavin), B1 (Thiamine) and Vitamin E. Poultry Cell has those or you can give human vitamins - B-Complex (1/4 Tablet) and Vitamin E (400IU). Give him a treat of egg daily as well.
 
it's the layer feed and he is still eating and drinking fine we put him in the hammock to keep all the weight off his leg and he can stand and walk but once he lays down he can only sit up he can't stand all the way up, once we fix his leg he can stand and walk, it's weird he doesn't make any noise that he's in extreme pain when he's standing or walking

Sadly, this sounds very much like Marek's disease. I would try to offer supportive care - extra protein (chick starter, flock raiser, egg, meat or fish). Get some vitamins into him that contain B2 (Riboflavin).
