The vet can test for Mareks also

update: he doesn't have mareks disease which is a plus but he does have a heart murmur which the vet believes is why he is so weak she told me to put him on supplements and she said she doesn't know what his life expectancy is, but she said leave him rest and separate him from the rest of the flock, which I planned on anways

You should take him off the layers feed. Roosters can't process the amounts found in most layers feed (4% to 6%)
Ideally a rooster needs about 1% so an all flock feed would be much better.
This won't solve your current problem but if he lives, it may save you problems later.

All flock is fine, just add Oyster shell on the side for the hens, the extra calcium in laying feed for hens not laying and roosters can cause liver issues too.

so I cant find anything with 1% fat nature wise layer feed and all flock have 2.5 fat
Shadrach was talking about Calcium when he mentioned 1% (not protein).
NatureWise makes an all flock feed that is 20% protein feed with 1.40-1.90% calcium.
Purina Flock Raiser is 20% protein with .80-1.30% calcium. Both are suitable to feed a mixed flock. If you have a Southern States, they also have an all flock feed (Flock Balancer) which would be similar to the 2 above.

Thanks. I didn't make it very clear.
