Why too steep? For future knowledge... I have never used a warming plate...

You want a slight angle to accommodate different sized chicks and/or different heat needs, too steep of an angle just reduces those choice options.
It's something you have to play with, adjusting with observation.

@Lins_BE's plate angle might be fine,
the steepness I see there may be an optical illusion due to pic angle.
 
I use a Brinsea brooder plate. Just measured, and the lowest height is 3". I put a folded wash cloth under the puppy pad, only under part of the plate, just for a tiny bit of extra height, especially for bantams. I usually take it out around a week.
