we raised them from chicks, very well taken care of , fed them medicated chick by manna-pro, then switched to layena at 18 weeks. always had all they could eat . the are well housed and happy. is it the cold weather? anything i can do.
 
It's most likely the short daylength. Cold weather has relatively little impact on egg production, daylength does. You could increase the daylength artificiall or just wait patiently.
