Both very good options. "Try them on" her, and see which one sounds better / suits her better. I'd say Celeste sounds a little more humanlike and a bit more formal, since it can be a human name, while Wren sounds small and adorable (like the bird).

If it's a big tank which is heavily planted then they would do well together. They get stressed easily and a Betta is more than capable of killing a neon. I would suggest getting some more experience with fish keeping before getting neons. They die extremely easily. I prefer Cardinal tetras. They seem to be more hardy.
