Don't know a lot about foxes, but I would think a four foot fence would be nothing for a fox to hop over without touching the fence.

You can alternate the wires. By running a hot and ground wire it'll have to touch both to cross or you can attach the ground to the fence itself.@ChickensComeHome2Roost How does the animal get shocked? Is the wall considered "ground?" Is this a product or something you put together?
Nope, I know little to nothing about E-fencing.@aart I beleive, is also a good resource for this.
Yes, I tried but so far no raccoon or mink got trapped.Have you tried setting live traps as well?
Good luck!I bait the traps for a few nights and let the predators take the bait then set the traps.
Thats a huge run!My fences are 5' tall. I do have good heavy duty netting covering all of my pens. I haven't had anything try to jump over the fence since I put up the netting. Prior I had a coyote go over a fence. Here are a few pictures I have previously posted.

Even if a fox bypasses the bottom wire it can't make it over the alternating wires that extend out.It shouldn't be too difficult to drill holes in a piece of pvc pipe and connect it to the top of the wall extending outward .After its connected just run your wires thru it@ChickensComeHome2Roost How does the animal get shocked?
