Need advice

My pekin duck is 1/2 hatched. He is kinda out of his shell, but there is yolk still in there and its still attached to the duck. Its connected to the belly about the size of a dime. what should I do? He is peeping and moving some. Is this normal or should I worry? This is my first time dealing with this. Thanks in advance!!
