Need Help from MS Word Experts!

Ok, I will hit ya with the spreadsheet tomorrow. It's at work. It is old, and has been added to and deleted from over and over throughout the years. I even re-entered the formulas from the Federal Transportation Administration and they just leave off the bottom rows of the selection grid. Frustrating, because it is mandated that it be COMPLETELY random, so I can never manually add the rows that miss the selelction process, which means certain routes are never surveyed!!!
