need help/suggestions re: autistic son - dangerous

From a safety stand point. No way would I lock a child in a room, or restrain him within that room, on the second floor of my home, when my bedroom is on the 1st floor. How would that child escape in the event of a fire in the home.

Temporary solutions----

Move his bed into your room, not real nice, but it for sure is safer than him wondering the house at night or being locked into his room with no chance of egress in the event of an emergency.

when we were having a LOT of problems with oldest DS we installed a cheap alarm on his bedroom what would sound as he opened the door, no way of bypassing it... and we also kept meds and knives in a cupboard locked with a magnetic lock found at any child safety sore and installed double sided lock bolts on all exterior doors
 
omg, he finds EVERYTHING! Today we went to my mother's house to hunt for eggs. First thing he does when we go to the door is notice the yellow egg in next to the yellow light bulb INSIDE the outdoor light(the glass isnt' even real clear). I didn't even see it! I just put an earring in my ear for the first time in 2 years and when I pulled into the driveway(he was at my parents), I wasn't even parked and he starting walking towards me asking what was in my ear. This was a tiny stud!
A lot of you have great ideas but the problem I have is $$, or lack thereof. Like I said, we are a family of 9 and my husband is in the military. We all know no one gets rich working for the military and he is not an officer.

here we have the Community Care Access Center. (CCAC) this is a government run agency to help with special needs, FOR everything from children to adults walkers or even respite care for children..

lets face it this is his health and safety at risk.
 
If there were a way to give him his own room I would, but it won't work in this house. Also I cannot lock the other 2 children up with him as that is just not a good idea(for safety etc), also if they need to go to the bathroom that would be horrible for them. I figured the bed a good solution as one of the older kids could easily get him out in case of emergency. I hadn't checked with military onesource yet, will check out this week, thanks. I am also going to talk to his doctors and see what they suggest.

eta- I can't put him in my room either as I already have the crib for the 2 month old there, no room....
