I think she looks like a girl...

but are you sure she's an isa brown and not a cinnamon queen? I have two isa browns and neither of them have white on their neck like that. Cinnamon queens are supposed to https://www.google.com/search?q=cin..._ObWAhWD4iYKHYYLAc8Q_AUICigB&biw=1744&bih=782

Actually, I believe it may depend on the red parent--my grandfather crossbred to get ISAs a few years back, and they looked like that--his whites were pure, but his reds were from TSC.
 
This is a pullet/ female.
Isa brown are sex links....IF this is a first generation from a hatchery it is a female, regardless of age, because a male is colored very differently. If it is the result of mating an isa to isa the color goes out the window but it is still female based on characteristics relative to developmenally indicated age
