Need your help with making a chicken friendly law

I have been asked to create a new law in regards to owning and keeping chickens in the town of which I work since more and more people are keeping chickens, and sadly I have been passing more and more of them on the side of the road...not moving.
As a chicken owner and lover, I find this to be very difficult to say the least...
However its either me writing it, or someone who does not have chickens who wont give a hoot.
What I have so far in non legal words:

Poultry shall be fenced and or somehow contained to the owners property regardless if the owner lives in rural or non-rural areas of town. Hens and roosters are to be kept away from the road period.
Only one Rooster, bantam or standard, per family may be allowed if you live within 10 feet of your neighbor. In order to bypass this, you must go to each of your neighbors with a petition, and have them sign that they will not have a problem with you owning more then one rooster. You must then submit this to the board of health and wait for confirmation from the board representative's and or animal inspector.
Out side of 10 feet, you may keep more then one rooster, Bantam or Standard, as long as the coop is capable of holding the desired amount of birds.
Species outside of chickens, such as Guinea hens, pea fowl, geese, ducks, pheasant's, or turkeys (Give me more species) may be owned by anyone as long as they have the space available to keep them. Anyone who lives within 10 feet of there neighbor must have a petition signed by all of said neighbors and submitted to the board of health, and the Animal inspector is given the chance to inspect and approve the area of which they will be staying, in order to keep any of the above breeds.


Ok, so feel free to rip it apart and point things out and give suggestions.
Im trying to remain chicken friendly but town friendly as well, which is proving difficult

Why make more laws in MA??
Are chickens allowed in this town??
And if they ARE allowed in this town... they should already have by-laws reguarding them... no?

My fear is, if you start making "laws" about things like this... its going to cause some people problems.... where they didnt have problems before.

Nope, there are no poultry laws. None what so ever.

I just see problems coming from this...
People are going to have to get rid of birds now..etc...

Just relax, im trying to stay as chicken friendly as possible and thats why im also posting here. Im trying to do my job and the right thing along with it.
Now, do you have any input that I could use to try and make this easier for people? Or are you going to just keep complaining about the fact that I was asked to do this...
