I hope I can get this back on track. People tend to bristle when it comes to rules, but at the same time, not everyone is considerate like the folks here on BYC. I like the part about bird containment. Having birds in roadways could cause an accident that could have been avoided for a few dollars of chicken wire. Don't know about the rooster part. Many places don't allow roosters if neighbors are around so 10 feet might be a bit close. Maybe 50 feet or 100 feet?
Your town probably has a corporate attorney on retainer that can help with the "legal-speak" for your ordinance. Regarding bird restrictions, maybe have a set number such as "1 chicken per sq ft" or "1 turkey per 5 sq ft", etc. Our county allows so one creature unit per acre where horses are defined as one unit, 4 cattle are a unit, chickens are unlimited (yippee!), 10 pigs are a unit - you get the idea. Allow speical exceptions where all neighbors sign an agreement/petition.
