We had a crazy neighbor, like that, when we last lived in a suburban city. She and I had been friends, until she divorced her husband, and I remained friends with him. I never slighted her, and tried to remain friends, staying neutral. But, she was psycho.
In the end, she spent so much money, trying to make our lives as miserable as she could, within the law, she literally mortgaged her house, to the hilt, doing un-permitted improvements, room additions, property line surveys, to prove that my plants were 3" over onto her property, etc. Then, the real estate bust of 2007-08 hit, and she not only went bankrupt, and lost her house, but, she got caught using the power of her job, and sensitive confidential information, which she was privy to, to harass me (she was a secretary for the local prosecutor's office, in a VERY populated county), and lost her job, to boot.
In all, to only thing I ever did to her, was reported her known criminal use of that confidential information, to the D.A. Internal Affairs Investigators, and let my wife paint our fence, as it faced her front door, bright orange and bright purple.
Another friend, in a situation similar to yours, put a hog pen, as close to the crazy neighbor's house as he could. It resolved the issue.
Point being, with crazy neighbors, sometimes just pushing the issue, like your Roo, making more noise, every time she tried to annoy you, will force the other to give up, and other times, they get so crazy, they try irrational behavior, that does more harm to themselves, than to you. Just do what you know you can legally do, keep an eye out, for her doing anything illegal, and it will likely work itself out, to your satisfaction.
