Neighbor's cat killed chicken

The cat is a problem, but dealing with it isn't going to make your birds much safer - they shouldn't be out free ranging at 6 weeks.They're still chicks.

It doesn't sound like you have any sort of fencing - if cats can snag your birds, so can foxes, birds of prey, and everything else. At this age, everything eats chickens.
Blaming the victim

Pet ownership means you are responsible for keeping them on your own property and keep them from destroying other peoples property.
the cat’s owner did neither.
 
I’d probably be setting a trap. I would take it to the shelter but not say anything. If there is a crazy cat lady who is hosting masses of cats, then she likely has neither the resources or the faculties to deal with managing them properly. We had one in our town thankfully not my neighborhood.
I do have my birds securely fenced and there is no substitute for that. Free range is a lovely thing until it’s not. I’m so sorry this happened to you and your flock!
 
My dog chased my neighbors cat up our tree that was in the middle of our fyard. My dog guarded it for 8 hours and wouldn’t let it down.
My neighbor wanted me to put my dog inside the house for the day so her cat would come down.

Sorry to hear about your chicken but now you plan to pen the birds until they are bigger do you need to kill the cat? your neighbour has others so more will come, you cannot kill them all, just look at it as a learning curve prevention is better than a cure, perhaps you can build them a nice large pen so they can still roam but be safe from predators? I wouldn't do it as revenge either, the cat is only doing what instinct dictates.

My dog likes to dig holes and chew furniture. That only becomes a problem if I’m letting her dig holes in your yard and chew your furniture.
