I lost four of my hens to a stray dog that tunneled under the fence around their run last fall. (I spent over $1100 on vet bills on the survivors.)
I came upon the dog in their run and, unarmed, could only kick it until it crawled back under the fence and ran away.
We live in the county and I called the county animal control folks who told me 'if it happens again, you can shoot the dog'. I love animals but I would not hestitate to shoot a dog (or another animal) that was threatening the lives of my flock.
If you have warned a neighbor about their marauding dog and what steps you will take, I think that should solve the problem, if not, then I would get rid of the dog myself.
