neighbor's dog (update 5-14)

I don't get the dog for her, until the fence is put up. For those of you that have lived around a jerk, this guy is the leader of the pack. I only moved here last year, but have heard some unbelievable stories ablout this man. As those here that know me can say, he will learn by his mistakes. I am to old to put up with anyones ignorant behavior. I ask the first time, tell the second and from there on out, I show them how the cow ate the cabbage. Oh by the way, I do have my property fenced, but not to keep a dog that sizr from getting on the main property. All my run areas are well fenced, not that a big critter can't get in, that is why I have BIG DOGS and BIG GUNS.
 
If the dog was killed on your property, I wouldn't replace it. And I would not get it and keep it on your property until he fences. It will just learn to come to your place, and your dogs will think it belongs there.
 
I think if I hear it correctly, you are worried about being on his bad side because he is leader of the pack? And so by making him put up a fence and than offering another dog he won't be an enemy neighbor (those do suck majorly). It might make sense for most people but to him it may actually be just the right justification he needs to drag things out and involve other people in the neighborhood about your "dangerous" dogs as it seems like an admission of guilt on your part. EVEN if you insist he put up a fence before getting it....
I love all dogs and it is sad that he didn't keep his protected, the little thing was just following natural predatory instincts. If you ever see the little girl you could maybe talk to her very sympathetically and apologize to HER for the sad loss of her pet. Maybe even get her some other sort of special present as a token of your sincerity. With the owner and your other neighbors, I would stick to very a simple and blunt explanation and don't waver. "I keep my dogs contained in my yard for a reason, it is sad he lost his dog but it was in my dogs territory and they were doing their job. You won't find my dogs wondering any of your yards and chasing your cats or other animals. His dog had no right to be chasing the animals in my yard."
