Neighbor's dog

So are you saying the chicks went missing from the cage?
Show us a picture or describe the cage.
Open yard means no preditor is excluded from posibility. You have seen the dog but not seen all the other preditors that are in your yard when you are not looking.
More information needed.

Actually, my dad found the missing chicks but the one who was devoured was the mama. The dog is the only one who we have seen in our yard for the past weeks even at night, we are working on fencing but since the yard is too big it's taking a while.
 
Get your cameras working. This was several years ago but a BYC member was having a problem with a neighbors dog and she told the neighbor but he said it wasn't his dog that was on her property. The next time she saw it on her property she shot it with a paint gun.
 
If dogs are not permitted to roam free in your area you can call animal control next time it is running loose and they can track down the neighbor. Unfortunately in regards to your chickens, there’s no proof it was actually the dog and the others are right, nothing to be done other than construct a secure run.

You have no proof the dogs did it and since you have zero predator proofing (fence, hardware cloth, and other protection), you can't really blame the dogs since a plethora of different predators could've done this. You would need actual proof the dog did it, like pictures or videos.

I would call animal control if you see the dog that's about the only legal thing you can do since you have zero proof it's attacking or speak with your neighbors to see if it's their dog. They might not even own the dog, but just say "I saw a (whatever color the dog is) and it was hassling my chickens, is this your dog or do you know who owns it" don't accuse them of owning it just ask of they do own it or know who does.
