Neighbours nuisance goats

This must be very annoying. This is 100% on the owner but many times we have to deal with the consequences of other people not taking responsibility.

This may not be feasible for you but, you could get a motion sensing sprayer that attaches to a water hose. Goats hate getting wet and a good spray to the face should discourage any more visits.
This is a really good idea. No need to build anything, and its easily removable as well.
 
If the owner won't do anything and it keeps repeating I would call the local authorities. Let them fine him and he will see you are serious about keeping his pet(s) locked up on his property.

With any luck the authorities will haul them off. Your neighbor obviously isn't going to pen them up

I'm in a small rural community. Everyone minds their own business but we also know we can depend on each other when help is needed. That said, I am not going to be that neighbour reporting someone else with the exception of a loose aggressive dog. The goats being on my property is a nuisance not a life or death issue, and I know he is trying to come up with a solution.

This is an idea I really like. I could use it for the goats, raccoons, etc.
Would you consider telling your neighbor that you've been looking at recipes for goat meat on the internet?
He's not raising them for the milk. :lau Maybe I'll suggest some payback for the lilacs would be some goat meat this fall.
