Hello Lucy and welcome to BYC! Glad you joined.
The chicks are a bit young to know with certainty. But 2 of them have rather large and red combs for young pullets. I'd be leaning toward cockerel but create a new thread with full side view images of them and post under "Breed and Gender" and you'll get better replies.

I hope I'm wrong but two of those have very well developed combs for hens.
Fortunately I'm not very good at sexing chicks so it's wait and see.
Are people not allowed roosters because they crow?

Yup exactly, because of the crowing.
