new born duckling with no balance... HELP

hello
please help.... my momma duck hatched one duckling yesterday that is doing fine... sometime today a second one hatched and she kicked it out of the nest by the time i got to it, he was colder then i thought he should be and acting like it didnt have any balance... throwing its head back and tipping over, walks a few steps then falls down. I have moved it into the garage with a brooder lamp and forced it to drink a few drops of sugar water.... what else can i do. please help me.

he has more of a floppy neck like he cant control his head... when he stands he is super unstable like he is drunk almost... when he breaths he also make a clicking sound for inside. how would i treat wry neck?
