It is either a Orp Buff or a Rhode Island Red...

Mine looks like the one your holding with the little white specks on the feathers - Rhode Island Red?

But I'm not sure what the 1/2 hour rule is for or if this is an emergency?

Most Likely a Buff Rock.
The People the got the baby chick from don't have any orpingtons. We asked them today and they said it's probably a Buff rock.
