New chicken breed

I know this is kind of a dumb question, but is it possible to engineer a new chicken breed without using high technoligical methods?

All new breeds are made without high tech methods. You use selective breeding.

No question is a dumb question. . All breeds are, as donrae said, created through selective breeding. However, you cannot just breed two chickens and say you have a new breed. It takes a lot of work, time, and dedication. But I'm not going to go into all of that here.
