It’s okay for those cut outs to be open 24/7? I live in jersey and winters can get pretty cold here
I am in Northern NJ. That is why I showed you how much I have open.
The chickens don’t really care how cold it is as long as they are out of the wind and nice and dry.
You achieve dry by having lots of ventilation to let the moist air out. And you achieve out of the wind by having the ventilation mostly above chicken-height.
The hot moist air that the chickens create rises up and goes out of the high up vents at the front and cool fresh air gets sucked in from the lower vents. And the chickens are happy in their fluffy down jackets.

That looks great to me, but @aart, @3KillerBs, and @Alaskan who were responding earlier are more experienced chickeneers than I am and I think Aart is also an engineer so I would wait for one of them to confirm and not just go on what I say (though I did a load of research before drawing up the plans for my build).
Hope this has been a bit helpful and you have fun with your build.
