Kind of looks like a goiter. Not saying that’s what it is, I don’t really have any experience with them in birds. Lambs, calves, cats, yes. lol. If it is, you would need to know the cause to be able to treat it... sometimes iodine deficiency (either before or after hatch), exposure to certain things like organophosphates, a genetic defect, an injury, etc.
