New electric hen problems

I have just bought an electric hen, its 40cm square. I plugged it in at 9 today and its still not gone above 30 degrees C.

I have it set at about 3-4 inches about the floor.

What am i doing wrong. Should it be lower? It seems amazing to me that they could live under something that low already. The eggs are due to hatch on Sunday so i really want to get things sorted before then and make sure it warms up okay.
