Hello BSChick. I too live in Blue Springs, MO (and I just created this account to respond on this thread, lol).
Feldman's in Blue Springs has always sold baby chicks for as long as I can remember. (I actually worked there about 6 years ago and had to take care of the feathery little things every spring).
However, as far as I know, it's still not legal to raise them in city limits. Someone correct me if I'm wrong (please let me be wrong, I want chickens!)
For now I raise rabbits instead. Blue Springs doesn't have any ordiances against raising rabbits as long as you stay within your limit of adult rabbits. (I think you can have up to 4 adults before it's considered a breeding operation which would require a permit) With just two does and a buck (2 females and 1 male) I can produce around ~80 rabbits per year for the freezer. That comes in at nearly 240lbs of white meat annually, assuming each butchered rabbit weighs about 3 lbs each.
...unfortunately rabbits don't lay eggs, so I'm still S.O.L. on that one :'(
