New member with Pigeon questions.

I rescued two pigeons from the school where I work. They both seem young, but both still have pinfeathers everywhere below the neck. I have had the for two and a half weeks and there has been no change. They eat and drink like there are no problems. My bird experience with chickens and others has been limited, but I never have seen pinfeathers stay with a bird this long. Does anyone have any ideas?
