That is hardly any time at all for an integration.So even though it’s only been 24 hours I should still be concerned?
It isn't so simple a thing as a ratio of females to males. You have to have enough space for the males to have their own territories or at least for the submissive to stay out of the way of the dominant.I am still new and need all the advice… so with 21 hens i only need 2 roosters… right?
Introducing a sexually mature male into a flock with resident sexually mature males is a recipe for disaster. The newcomer will NOT be welcome. He will have to fight his way into the flock and there could be serious injury or death. Or he will remain ostracized and always on the outskirts of the flock.
I suggest you rehome all but the dominant male. Or him and one other male he seems to tolerate more than the others.
