New silkie roo with skin issue??

So I picked up this boy a few days ago and he has been acting odd. His feet and legs look white in places and very drym and I saw a tiny white-ish yellow bug on him when going through this feathers to check him over. I've never had any issues with my birds so this is all super new to me. He acts a bit off. Doesn't move around as fast as my other birds....he is a silkie. I noticed today that he has a lot of -im assuming mud on his feet as well that I want to get off. But my main concern is his legs and this bug I think..also. He crowed his first morning here but it sounded weird. But then again I've had some odd sounding cockeres so I didn't think much of it. But the past two days now he isn't crowing.....unsure if it's related. He looks like he is trying to at times...Help?

Also-his little legs seem to shake at times like he's cold. It is cold here but my other silky and other chickens have been fine. Even my smaller breeds like my OEGB. Im assuming it's related to this white stuff on them??
 
I think he has horrible mites, please keep him away from your birds if you aren't already.
Soak the mud off and you'll need permrethrine spray or intervectrin and Vaseline/olive oil for his legs.

Ugh, that is what I was assuming but I'm very out of my element. Can I get that at tractor supply ? I feel so bad for him. He has a TON of new feather growth all over also. Do they cause them to lose feathers which in turn is causing all of this new growth?
