Nine day old chicks eating paper bedding....is it okay?

We went with large flake pine shavings from the local farm store, and the chicks did eat a fair amount of the smaller specks and whatnot. I sprinkled some chick grit on their food. All turned out alright (and they still eat bedding!)

I'd be nervous about the paper bedding if it expands when exposed to moisture.

Have you tried straw instead?

In the past, yes. They will swallow straw and hay too. Always plenty of feed in open dish.
