Are you on day three? Ducks take longer to incubate than chickens so you won't see development as fast. I usually don't see anything until at least day five.

Just for the sake of my sanity, I usually wait until day 7 or 10 (if I can talk myself into it) by then you can be sure you have a little one starting.

Day 16 and it was moving fine a couple days ago, there are still veins though
