No it doesn't. You have 6. Permit permits 4 or 5. Even removing a male would mean thar you are at 5.
The permit is kinda vague. Inspector said 3-4 square feet per chicken. I have 19.8 square feet. If you use 3sq feet per chicken that is 6.6 chickens. If you use 4sqft, it is 4.95 chickens. I don't know if they will round up or down. So I can have between 4-7 chickens. And I could just build add onto the coop fairly easily if I don't like what the inspector chooses. He hasn't come out yet to inspect.
 
Aaaaamd this is how I ended up with 120 chickens, 13 ducks and 2 geese😂😂
I fear this is the direction that I am going.

Lost 3 due to various reasons
Took in a rooster
Rooster didn't do well with our silkie, so our silkie is a flock of 1 now
Built a new coop so I could put my large build flock in there and give the old coop to the silkie
Silkie seems lonely in her private coop/run, Large build flock is getting over-mated by the rooster
Went to the farm store to get 6 chicks, ended up getting 8 chicks
*And this is where the story currently is. Waiting for these 8 chicks to grow up then will be divided up by size to determine if they live with the rooster or the silkie
For the future of the large build coop, I plan on building out a 2x8 area of it to house quail (stacked 3 or 4 high).

And yea, there is no reason that a household of 2 adults should have 13 laying hens, a rooster and a cluster of 50-60 quail, but that's the current plan.
 
Yea......I tried out my new incubator and had a 83% hatch rate. Lol. But we live in the country and have 7 acres.
Someday (soon) I want to move out to an acreage. I just don't have the ability right now. Plus, have you seen the market right now!? Also, I am not sure how to swing employment with living out there. And a little worried that in my single state I would be very isolated and become a full-fledged hermit!
 
I use reptile sand and a reptile scooper for my chicks...so totally not going back. Wish reptile sand didnt cost so much though. Got a new bunch that I'm trying a cheaper sand with..here's hoping my reptile scooper will work on thicker sand. Someone on here uses puppy pads! I did that for the first week or so for my young batch then transitioned to the sand. You do have to change the puppy pads like once a day though. But there would be no dust. It would be like a diaper..voila and done.

Yeah, it's just me and I really don't eat that many eggs....so what am I gonna do with all the eggs from 6 chickens! I guess give them away to friends and coworkers. Probably not enough to actually sell.

I did puppy pads for the first week. After that, they started eating it, so I moved to pine.

Haha...it's just me and my hubby and we have 8 layers. We are rolling in eggs..gosh your fridge must be full..lol
